In order to obtain the F $_{1}$ generation Mendel pollinated a pure-breeding tall plant with a pure breeding dwarf plant. But for getting the F $_{2}$ generation, he simply self-pollinated the tall F $_{1}$ plants.

Self pollination in F $_{2}$ generation

Mendal pollinated a pure breeding tall plant with a pure breeding dwarf plant in order to obtain the F $_{1}$ generation. He got only the tall plants in the F $_{1}$ generation as the dwarf plants were missing.

He simply self pollinated the tall plant of F $_{1}$ generation to extract out another character (dwarf) which was hidden (recessive) in F $_{1}$ . It helped in studying the effects of dominant and recessive alleles of a gene.
