Because for the photoelectric effect to happen the electrons should have sufficient energy to escape the surface for that the incident ray should have particular frequency

1)At a rate that is independent of emitter.

Photoeletric effect does not depend on emitter it only depends on the photons that is incedent on the surface that is it only depend on incedent radiation

2) At a rate that is proportional to the square of amplitude of incident radiation

It is the propery observed during the photoelectric experiment. The photoelectric effect always happens satisfying this property


(3) With a maximum velocity proportional to the frequency of incident radiation

That is the energy of emitted radiation depends on the frequency of incedent radiation. So the maximum energy the emissions can reach depends on the frequency of incedent radiation
