If intensity is low, then less number of photons are hitting the screen , and 1% of the number of photons is the number of photo electrons that are coming out.
If intensity is high but same frequency of light then now the number of photons has increased, 1% of this will still be larger. So the total number of photo electrons and thereby the photo current will increase.
