It is present in two forms, Pr, inactive form and Pfr, active form. When Pr is exposed to red light, it is converted to active form Pfr. This active form then responses to various biological processes. When Pfr is exposed to far-red light, it is converted to Pr. After the exposure to red light if it is immediately exposed to far-red light, the active form Pfr is converted back to Pr and plant will not flower.
