Let side $=a$

$a=\sqrt{{\left(\frac{8}{2}\right)}^2+{\left(\frac{6}{2}\right)}^2}=\sqrt{4^2+3^2}=\sqrt{25}=5$

So, Perimeter $=4a=4\times 5=20$ units.
