the electron is negatively charged and nucleus is positively charged. The opposite charges attract each others.due to this attraction there is a chance for electron falling in to the nucleus.the Rutherford explained the reason for electron not falling in to the nucleus in spite of the mutual electrostatic force of attraction between the electron outside an the proton inside the nucleus. This means the electron are revolving at such a high velocity that the centrifugal force actibg outside is balanced by the electrostatic force of attraction inwads.
