If the block is either pulled or pushed from both the sides with equal forces, the block will not move. Such forces are called balanced forces and do not change the state of rest or motion of an object.

Case i – The pull force are acting in opposite direction but the magnitude of forces is not same. Thus, the forces are unbalanced forces.

Case ii - Though the magnitudes are same, the block is experiencing both the force in the same direction, thus they do not cancel each other. The forces are unbalanced.

Case iii- Though the arrows are shown on the same side, the direction of arrows are opposite and the magnitudes of forces are equal. Thus, the forces cancel out each other and become balanced.

So correct option is C.
