The correct option is A COOH
COOH group is a meta directing (electron-withdrawing) group as it tries to pull the electrons out of the ring. But OH,NH2 are ortho-para directing groups. Cl has one exception, it is an electron withdrawing group, but it is ortho-para directing group. Thus major product is m-isomer in case of COOH group only as all the other three groups are ortho-para directing.
