Since no current is flowing through R3, the potential drop across the branch is only due to the battery in the branch, i.e. of 15V.
Potentials at the junctions are as marked in the figure above.
Current through R4=0(15)R4=15R4
This current goes through R2.
But current in R2=5(15)R2=10R2
15R4=10R2

R2R4=23.
