Applying $K V L$ in loop $1$
$⟹ - E + I R + 3 I R = 0$
$I = \frac{E}{4 R}$
$V_{1} = I (3 R) = \frac{3}{4} E$
When only $S_{2}$ closed as shown in Figure $2$
