The correct option is B $8 V$
The given circuit is,
Let charge on the capacitor is $q$ then applying KVL from $A$ to $B$ ,
$V_{A} - \frac{q}{2} - 8 - \frac{q}{3} + 15 - \frac{q}{4} = V_{B}$

$19 - 8 + 15 + \frac{(- 6 q - 4 q - 3 q)}{12} = 0$

$26 = \frac{13 q}{12}$

Hence, $q = 24 μ C$

Now, $V_{3} = \frac{q}{3} = \frac{24}{3} = 8 V$
