In Step 1, (CCl) bond is broken to (COH), hence inversion occurs.

In step 2, (CO) bond is not broken but (OH) bond is broken to give (OTs).

In step 3, (CO) bond is broken, i.e., COTsCBr and hence inversion occurs.
