The refining process which takes place using electricity is called electrorefining. In electrolytic refining, a strip of impure metal is used as the anode, a pure metal strip as the cathode and a solution of the metal as the electrolyte. The impurities gather at the anode and the pure metal at the cathode.
In this case, copper atoms which get dissolved as ions need not necessarily get deposited on pure copper rod. The copper ions from solution can gain electrons and get deposited. Silver being less reactive, gets displaced from solution by copper which defeats the whole point of refining.
