The given setup is an airtight setup. Any gas produced can neither escape nor outside air can get in. Germinating seed produces CO2 via the following reactions:-
Aerobic: C6H12O6 + 6O2 6CO2 + 6H2O + 38ATP
The released carbon dioxide is absorbed by the KOH solution. CO2 is acidic oxide and KOH is a strong base. Hence, it absorbs CO2, creating a partial vacuum inside the flask and since relatively low pressure is created inside the flask, the water rises in the bent tube.
Hence, option D is correct.
