The given setup is an airtight setup. Any gas produced can neither escape nor outside air can get in. Germinating seed produces $C O_{2}$ via the following reactions:-
Aerobic: $C_{6} H_{12} O_{6}$ + $6 O_{2}$ $\to$ $6 C O_{2}$ + $6 H_{2} O$ + 38ATP
The released carbon dioxide is absorbed by the KOH solution. $C O_{2}$ is acidic oxide and KOH is a strong base. Hence, it absorbs $C O_{2}$ , creating a partial vacuum inside the flask and since relatively low pressure is created inside the flask, the water rises in the bent tube.
Hence, option D is correct.
