Given:
Frequency of the sound, fo=510 Hz
Speed of source of sound, vs=20 m/s
Speed of wind, vw=20 m/s
Speed of sound, v=330 m/s
So, apparent frequency heard by the observer,
f=(v+vw+vov+vwvs)×fo
f=(330+20+0330+2020sin30)×510
f=525 Hz
