The correct option is B 16 N
Let the tension at the mid-point B of the rope be TB
So, the acceleration of the system can be calculated as

From the above FBD we have
TB=(5+1.5)a
13=6.5 a (As given TB=13 N)
a=2 m/s2

Now, consider the FBD of the entire system as shown

So, the force applied is given by
F=Mass×a=10×2=20 N

Let the tension at point C be TC


From FBD of 2 kg body we have
FTC=2a
TC=202(2)
=16 N

Alternate:
Consider the above situation as shown


From the FBD shown above we have,
TC=8a=8×2=16 N
