Option C is the correct answer because it is the only sequence that would make a complete sentence which is grammatically and logically correct. Q is the first part of the sentence because S1 talks about how an Indian state signed away its independence and it is only logical that the following sentence explains how and what exactly the state lost.
Therefore the correct sequence is, 'It lost the right of self-defence, of maintaining diplomatic relations and of settling its disputes with its neighbours.'
Options A, B and D are incorrect because they do not make logical or grammatical sense.
