The given reaction proceed through two major steps.
First step is Finkelstein reaction (halogen exchange reaction) which is an SN2 reaction that involves the exchange of halogen atom. It appears mostly in conversion of an alkyl chloride or an alkyl bromide to an alkyl iodide by treatment with a solution of sodium iodide in acetone.
Second step is E2 reaction where intermediate vicinal di-iodide compound undergoes elimination iodine.

Since the starting reactant of the reaction is meso-2,3-dibromobutane so the final product will be tran-2-butene.
