That halogen atom will be displaced most readily which is present at ortho or para position from an electron withdrawing group (here NO2).
This is because, the carbanion intermediate will be stabilized by M effect of NO2 at ortho and para positions only.
Also, the effect of stabilization is highest in the ring to which the NO2 is directly attached
Since, Cl at position 2 is present in the same ring and at ortho position, so that Cl is replaced most readily
