From the above figure,

$6\Omega ,12\Omega and4\Omega$resistors are in series. So equivalent resistance is

$R_{eq}=6+12+4=22\Omega$

$L=2H$

So, time constant is given by

$\tau =\frac{L}{R}$

$=\frac{2}{22}$

$=\frac{1}{11}s$
