The correct option is C 14 m/s

Since the string is inextensible, length of the string remains constant. l1, l2, l3, l4, and l5 are the intercepts of the same string.
l1+l2+l3+l4+l5=constant
Differentiating above equation to find rate of change of length which is velocity,
VB+VC+VF+VG+VR=0
Here VB=VC=VP=5 m/s and VF=VG=VQ=2 m/s
+5+5+2+2+VR=0
VC=14 m/s
(ve sign indicates that VC should be upwards)
