The correct option is D 4 cm
Tangents drawn from an external point are equal in length.
So, $C P = C Q = 11 c m$ . and $B C = 7 c m$
$\Rightarrow C B + B Q = 11 c m \Rightarrow B Q = 4 c m$
So, $B Q = B R = 4 c m$ .
So option D is the right answer.
