Here,

Length of PQRS = PQ + QR + RS + SP

Points P and Q lie on the same vertical line and the length between them will be the difference between their
y - coordinates.

So, PQ = RS = |4 - (-4)|
= 8 units

Similarly,
Points P and S lie on the same horizontal line and the length between them will be the distance between their x - coordinates.

So, QR = SP = |3 - (-3)|
= 6 units

Total length of frame PQRS will be:
= PQ + QR + RS + SP
= 8 + 6 + 8 + 6
= 28 units
