The correct answer is Option D.
METRE is a unit of length. It would be appropriate in the second sentence, where there is a reference to the measurement of cloth.
METER is an apparatus for measuring. In sentence 1, the reference is to an apparatus that measures electricity.
Thus both the sentences are incorrect but can be corrected by interchanging the words - METER for sentence 1 and METRE for sentence 2.
