Markovnikov’s Rule :
Negative part of the addendum (adding molecule, here Cl) gets attached to that doubly bonded C which posses lesser number of hydrogen atoms.

Thus, compounds of option (a) and (b) gives 1-chloro-1-methylcyclohexane.

Option (d) gives 2-chloro or 3-chloro-1-methylcyclohexane by markovnikov's rule.
Hence, option (c) is correct.
