Before addition of water vapour, here LaClO3 is not taken into account because it's concentration remains constant
K=[HCl]2i[H2O]i ...(1)

After addition of water vapour,
K=[HCl]2f[H2O]f ...(2)

But (1) = (2)
[HCl]2i[H2O]i=[HCl]2f[H2O]f ...(3)

When equilibrium re-established, the pressure fo water vapour is doubled. [H2O]f=2[H2O]i ...(4)

Substitute (4) in (3)
[HCl]2i[H2O]i=[HCl]2f(2[H2O]i)
[HCl]2i=[HCl]2f×12
[HCl]i=[HCl]f×12
