Number of tourists in the winter season = 850

Percentage increase in tourists in summer season = 70%

$\Rightarrow$Number of tourists in the summer season
$=850+$ 70% of $850$
$=850+\frac{70}{100}\times 850$
$=850+0.7\times 850$
$=850\times (1+0.7)=850\times 1.7$

The ratio of the number of tourists in the summer season to the winter season
$=\frac{850\times 1.7}{850}=\frac{1.7}{1}=17:10$
