No. of literate people in 2020 will be given by formula

$t_n=a+(n-1)d$

$t_{10}=4000+(10-1)\times 400$

$t_{10}=4000+3600$

$t_{10}=7600$

The number of literate people in thee year 2020 will be 7600 people.
