Answer choice (b) is passive. This is shifting the officer’s problem to a superior. Which superior would ask a minister to cancel a meeting and on what ground? This answer would get zero scrore.
Answer choice (c) implies bold approach. Often this would work great, but a small risk of creating a scene would be there. It is better to avoid that potential risk to reputation. This would get a score of 0.75.
(d) this may work if the visit of the minister is infrequent because that state is large or may be his constituency may be far off. But tactic may not work always. It is a tactical move, and deserves a score of 0.25.
