Assume that cost of water is 0

Let quantity of water be y litre.
and quantity of milk be x litre.
$∴$ Quantity of mixture will be (x+y) litre and the given cost of the mixture Rs. 9 per litre.
Now, 9.6x=9(x+y)
9.6x=9x+9y
9.6x-9x=9y
0.6x=9y
$\frac{x}{y} = \frac{9}{0.6} = \frac{90}{6} = 15$
