Let the two kinds of tea be$x$ and $y$.

Cost of the tea mixture will be $18x+28y$.

Selling price after a profit will be 1.2(18x + 28y) = 21.6x + 33.6y

Equating both selling prices, 32x + 32y = 21.6x + 33.6y

Solving, we get $\frac{x}{y}$ as $\frac{1.6}{10.4}$ which is nothing but $\frac{2}{13}$.

So, the ratio is $2:13.$
