Force should be applied in the direction which is opposite to the direction of motion, in order to stop it. If you apply a force along the direction of motion, the trolley will further move down and will not stop. When we apply a normal force, we are not providing any restriction to the trolley along its motion and since the staircase is frictionless, the trolley will not stop and slip off the surface of staircase.
