In oxygen (N) and Carbon (C) there is no any vacant orbital in which other atoms like fluorine and chlorine can donate their lone pair. Therefore there will be no any partial double bond character. But in phosphorus (P) there is vacant d-orbitals therefore it shows partial double bond character.
