The bond angle is the lowest for F2O. The central O atom has 2 lone pairs and 2 bond pairs of electrons. Due to very high repulsion between lone pairs of electrons and high repulsion between lone pair and bond pair of electrons, FOF bonds are pushed inwards. This decreases FOF bond angle.
