Cell spends maximum time in interphase as it undergoes a lot of preparations to divide. There is synthesis of cellular contents in $G_1$ phase, DNA replication in S phase and overall cell growth in G${}_2$ phase. Cell spends very less time in the M phase.
For eg: In the 24 hour duration of the human cell cycle, the cell spends more than 95% of time in interphase. Mitotic phase lasts for about an hour.
