In a case when two balloons are rubbed with the same cloth, they tend to acquire the same kind of charges with a cloth and thus will tend to repel each other because they both attain the same type of charges on their surfaces. Again, when they are rubbed with a different material, again they will attain the same kind of charge and will repel each other because scientifically like charges ten to repel each other.
