When we apply pressure on the bulb of the ink dropper, the inner pressure becomes lower than the outer pressure (atmospheric pressure) so the air inside the bulb flows outwards.
When the bulb has been released, the outer pressure becomes higher than the inner pressure hence the ink enters the bulb until the inner pressure balances the outer pressure (atmospheric pressure).
