The cell wall is usually dead and hence, cannot regulate the transport of materials across it. Thus, a cell wall is fully permeable. On the other hand, a plasma membrane or cell membrane is living and regulates the flow of ions across it. The flow of ions occurs through special ion carrier and channel proteins present in the plasma membrane.
