It depends.

A Parallelogram is a quadrilateral with two ses of parallel sides.

Some authors/texts define a Trapezoid as a quadrilateral with exactly one set of parallel sides. Definition A

Other authors/texts define a Trapezoid as a quadrilateral with at least one set of parallel sides. Definition B

If you use definition A then parallelograms and trapezoids are mutually exclusive, that is it is impossible to be both. So under definition A, a parallelogram is never a trapezoid.

However if you use Definition B, then parallelograms are a special subset of trapezoids. So under definition B, a parallelogram is always a trapezoid.
