Yes, breakdown of ozone molecule is a chemical change. Consider the reaction shown below -

Here, Ozone is being broken into oxygen molecule by Cl free radical. So, the ozone breaks into oxygen and formation of ozone from oxygen involves another reaction shown below. Its not a simple process to get back ozone.
