Yes, Chondrichthyes belongs to vertebrates. In the vertebrates they are categorized as a class in the phylum Pisces. They are called so because their skeleton is made up of cartilage and not of bones.

Notochord is a cartilaginous rod-like structure present on the dorsal side of an organism. Chordates have a characteristic feature of having a notochord. But as some chordates evolved to vertebrates, notochord has evolved to the vertebral column.
  • Therefore by saying that notochord is persistent in Chondrichthyes, it means their notochord has been evolved into a cartilaginous vertebral column which is present throughout their lifetime.
