A scalar quantity has magnitude but no direction whereas a vector quantity has both magnitude and direction.
The electric potential at a point is defined as the amount of work done in bringing a unit positive charge from infinity to that point.
Since work done is a scalar quantity, an electric potential is also a scalar quantity.
