Ligand may be defined as a species which can donate at least one electron pair to metal ion to form coordinate bond in complex formation.

Neutral ligand are those which do not possess any charge. Hence as ethylene diamine
H2NCH2CH2NH2 ​ does not possess any charge so it is a neutral ligand.
