A number is rational if it can be written as p/q where p and q are integers,q not equals to 0. If you have an integer a, let q = 1 and write a = a/1. Then a is rational.
All integers can be described as itself divided by 1. Thus all integers can be expressed as a fraction, and all integers are rational numbers.
