Is genetic engineering the same as genetic recombination ?

Genetic engineering is a technique which involves the introduction of foreign DNA carrying the desired gene of interest into the host organism and thus change the phenotype of the host organism. Whereas, genetic recombination is the formation of new combinations of alleles in offspring as a result of exchange of DNA sequences between molecules. It occurs naturally, as in sexual reproduction during meiosis as a result of experiments on genetic engineering.
