Yes, the unit of magnetism is always in terms of a dipole (N & S). Existence of magnetic monopole has not yet been substantiated, and btw, theory of magnetic field explains why possibility of existence of a magnetic monopole is zero (Gauss law of magnetism).

A toroid can be imagined to be a long solenoid with ends joined together. So, the magnetic flux is mostly confined within the center of the solenoid windings although magnetic fields do fringe out of it too. Each individual winding can be imagined as a current-ring, so with current going along the ring, each one of them are bound to have their own North and South poles.
