Tallness is a dominant trait but it is determined by the genotype of the trait. If the genotype is homozygous dominant then the trait is tall phenotypically. If the genotype is heterozygous dominant then again the trait is tall phenotypically. But if the genotype is homozygous recessive then the trait is dwarf phenotypically. So, tallness or dwarfness is determined by the contrasting allele present on the locus of the chromosome for that trait.
