No. They will keep on changing their state from solid to liquid and again from liquid to solid, but this is not the case. Water starts expanding at 4 degrees and turns in ice at -4 degrees, again when heated the ice melts to +4 degrees. The volume of water is maximum at +4 degrees, the pipe etc burst before the formation of ice in winter.
