Solution

The normal human body temperature is 37°C. When we touch the body which is at a higher temperature than 37°C we will feel it hot.
When we touch the body which is at a lower temperature than 37°C we will feel cold.
We can just conclude that it is hotter or cooler but we cannot tell how hot or how cold it is.
So, our sense of touch is not a reliable method in identifying how hot or cold an object is.
We can use a thermometer to measure the temperature of the object and then we can tell that the body at a higher temperature is hotter.
