Valency or combining capacity of element is defined as the number of hydrogen atoms or number of chlorine atoms or double the number of oxygen atoms which combine with one atom of the element.

For example,

(i)Valency of nitrogen(N) is 3.This means that one N-atom can combine with three H-atoms.

(ii)Valency of oxygen(O) is 2.This means that one O-atom can combine with two H-atoms.

Therefore,valency is the combining capacity of an element.
